Recently, the New Hampshire Lodging and Restaurant Association’s (NHLRA) current stance on a proposed state-wide smoking ban in restaurants and lounges was called into question by one of our members. We welcome the opportunity to outline for you what the NHLRA’s current position is and how our position on it was reached.
During the last legislative session the NHLRA neither supported, nor opposed, legislation that proposed a smoking ban. We recognized that this ban would again be one of the more important issues for our membership in the 2007 legislative session and the Board of Directors set about reviewing our non-position in at a series of public policy forums, to which all NHLRA members were invited.
During these sessions it became clear to us that the association needed to rethink its position on the smoking ban, and in the deliberations that followed, the Board of Directors came to the conclusion that an even more important issue is at stake here – the right of individual business owners to choose how to run their businesses.
In re-examining our position on this issue, the NHLRA Board of Directors came to the realization that historically the NHLRA has firmly and strongly protected the rights of individual business owners, and that this underlying principle is the foundation of our mission and purpose. That is why the association’s position is in opposition to a state-mandated ban on smoking in restaurants and lounges.
Smoking is an important public health issue. The NHLRA Board of Directors understands this, and it weighed greatly in the board’s decision making process. We fully understand the health aspects of the smoking issue, and fully support the right of individual business owners to choose to operate their properties as smoke-free establishments.
It is the long-standing practice of the NHLRA that the Board establishes policy for the association. We respect the right of all NHLRA members to free speech, just as much as the rights of our customers to choose where they will spend their money, and the rights of our employees to choose where they desire to work.
We hope that this letter clarifies why NHLRA has taken this position and, as always, we welcome your feedback and input.

Hi, guys!
I want to make a gift to my boyfriend. Something special :). I just want to say a few words about my boyfriend. He is my soulmate and i love him. He’s Welsh but without a Welsh accent. Just a northern twang. This is something which troubles him from time to time. He likes talking to himself.
He also likes dogs and knowing every lyric to every Beatles’ song ever. I decided, stupidly, to challenge him on that last point. We were sat at a studenty cafe with rainbow coloured chairs drinking mint tea one afternoon. I picked what I thought was a less-well-known Beatles song and got him to tell me the lyrics. Honey Pie (my favourite), Blackbird, Maxwell’s Silver Hammer - he knew them all, and not just the chorus.
He is excellent at getting himself into situations that other, more practical, people probably would be able to avoid. Map reading is definitely one of his least developed skills. Ask him where north is and he’ll probably say something like “ummm, which way is the wind coming from?” Other things he has been known to do include dropping his ipod into the bath (he was reaching forward for his watch, forgetting that his headphones were attached to something - and then hearing the ipod slip with a gentle splosh into the water) and window shopping - meaning taking a close look at ladies’ underwear and not realising the shop assistant was standing in the shop window until he looked up and saw her scornful face.
So, there are three gift options for me to choose from: X4 Labs Extender; Dual Docking Alarm Clock for iPod and Neuros OSD Media Recorder.
What do you recommend? Any advices will be more then welcome.
Regards, Sara Whook

Thanks for the update. On the one hand, I agree with NHLRA's mission on a whole. In this case, I have to disagree. As a powerful voice in the state, wouldn't it be wonderful to send the message to the public, children in particular, that we do not support a person's right to smoke in our establishments. When we owned the Oar House, we were one of the first restaurants to offer non-smoking sections to our guests. Nobody mandated it, it was just common sense. The odor of cigarette smoke often masked the odor of our wonderful food, and believe it or not, even our die-hard customers chose to sit in our non-smoking sections vs. our smoking area. I understand it's a hotly debated issue but I feel the Board is sending the wrong message with their decision. Thanks for listening. Jill Gallant

Yesterday I just happened to read the letter that one of your employees sent out about the NHLRA stand on the smoking ban. I don't remember the persons name and the letter is in my office at work, but I want to respond to this email. First of all thank you for clearing up the NHLRA position on this issue. Second, I am the Chef of a Fine Dining restaurant located in the Waterville Valley area of NH. We happen to be a non-smoking restaurant, but we do have heated smoking areas out on our deck. I have witnessed an interesting turn of events that was sad to see however. When I'm not working I happen to frequent a local restaurant that had smoking in the bar. I am good friends with the owner. I am a non-smoker, but it is my choice to go there. This restaurant and another local restaurants/bars decided to go non-smoking together (to support one another/both members of the NHLRA) to see what would happen. Unfortunately they lost the local supporters of the restaurant who drove further to other smoking facilities, but did gain a lot of business from people who wouldn't go into the bar before. To make a long story short, we support a State Wide smoking ban, so it levels the playing field. Thank you for you time, Chef Tony Pierce.

It is our right to choose and I applaud you for your position government is out of control and we must draw the line there is absolutely no conclusive study about second hand smoke and if so produce it. James Makris, Makris Lobster & SteakHouse, Concord

Dear NHLRA,
Having recently received a letter from a fellow member of the NHLRA regarding the decision on the smoking ban by the board members and after reading your letter, I am responding with feedback. The NHLRA "our association" does a fabulous job educating members of upcoming meetings and educational events. I recommend to other members that they visit your educational and training page of your website as there is a wealth of knowledge there. The industry currently has many road blocks and rules to play by without adding more. Three Chimneys Inn is a smoke free property inside but when the terrace is open I allow smoking on the terrace for my guest. There are times in the warmer months that I see guest dining that I do not see when the terrace is not open. There are many businesses out there that will most likely loose a tremendous amount of their local traffic if the smoking ban goes into effect. I support the decision of the board in that all businesses need to have the right to choose whether or not they want to allow smoking. Each business is different, each town is different in that not all towns are a destination place for tourist therefore the businesses depend on the locals for business. Your letter was well done. Thank you NHLRA for the decisions that you think through for us. Thank you, Karen Meyer Innkeeper, Three Chimneys Inn Durham, N.H.
